Urges the Department of Health and University of Hawaii Windward Community College to negotiate a land exchange for property along the southern boundary of the college's campus currently held by the Department of Health.

Notes that the Department of Health plans to construct a long-term care housing facility for Hawaii State Hospital on the strip of land adjacent to the Hale Akoakoa Student Center parking lot.

Identifies that Windward Community College has vacant land along its northwest corner that the University of Hawaii is willing to offer to the Department of Health as part of the exchange.

Requires the Hawaii State Hospital to include the proposed land exchange in discussions and development of the hospital's updated long-range development plan.

Directs the Department of Health and University of Hawaii to submit a report on the land exchange and hospital's development plan to the Legislature at least 20 days before the Regular Sessions of 2015 and 2016.
