Establishes a statewide task force chaired by the Chief Justice of the Hawaii Supreme Court to develop procedural and administrative requirements for eyewitness identification and suspect interrogation in criminal investigations.

Task force membership includes the Attorney General, Public Defender, county chiefs of police, prosecutors, CEO of Office of Hawaiian Affairs, Hawaii Innocence Project Director, Honolulu Police Training Division head, and a social science expert.

Requires task force recommendations on eyewitness identification procedures including live lineups, photo lineups, and showups with minimum standards for blind administration, witness instructions, confidence statements, and complete documentation.

Requires task force recommendations on interrogation procedures including Miranda warnings, electronic recording of custodial questioning, and proper documentation of statements and confessions.

Task force must submit findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session and work with law enforcement to develop training programs on eyewitness identification procedures.
