Requests the Department of Land and Natural Resources to designate the Royal Order of Kamehameha as konohiki (chief/manager) of Kaawaloa with oversight and management authority over the site.

Directs the Royal Order of Kamehameha to formulate a master plan for Kaawaloa that honors Hawaii's discovery by Captain Cook in 1778 and its introduction to Western civilization.

Requires consultation with the Aha Moku Advisory Committee, native Hawaiian trusts (Queen Liliuokalani Trust, Kamehameha Schools, Queen's Health Systems, Lunalilo Trust, Office of Hawaiian Affairs), Hawaiian Civic Clubs, and local community organizations during master plan development.

Requests DLNR to explore leasing approximately 40 acres of Kaawaloa land to the nonprofit Royal Order of Kamehameha for a nominal sum and to fund the master plan's formulation costs.

Directs DLNR to report to the Legislature on the master plan details no later than 20 days before the 2015 regular legislative session convenes.
