Urges the federal government to adopt a comprehensive federal policy prohibiting the introduction of invasive species and managing their uncontrolled proliferation.

Notes that current federal regulations on invasive species are scattered across multiple agencies and departments with no single coordinating policy or clearinghouse.

Identifies invasive species including feral pigs, goats, deer, wild cattle, Asian carp, coqui frogs, snails, and exotic plants as causing irreparable damage to native habitats and ecosystems.

Calls for establishment of national standards for invasive species management including introduction criteria, management and monitoring standards, import limitations, and licensing and permitting requirements.

Directs transmission of the resolution to the President, Congress leadership, relevant federal agencies and committees, Hawaii's congressional delegation, the Governor, and the Office of Hawaiian Affairs.
