Urges the Department of Land and Natural Resources to affirm its commitment to lead Hawaii's conservation, management, and protection of natural resources.

Requests DLNR resist federal government efforts to expand federal jurisdiction over Hawaii's natural resources through critical habitat designations, expansion of existing co-management relationships, or creation of new co-management relationships.

Notes Hawaii has 1,300,000 acres of state lands and 750 miles of coastline under DLNR jurisdiction, and has enacted robust state laws and enforcement mechanisms for natural resource protection.

Acknowledges the state has already demonstrated enforcement capability through millions of dollars in fines for illegal conservation district activity and vessel-caused coral damage.

Requires transmission of resolution copies to the Governor, Chairperson of the Board of Land and Natural Resources, and Administrator of the National Oceanic and Atmospheric Administration.
