Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Tax Map Key (1) 3-7-002 in Niu, Honolulu, Oahu.

Covers existing structures including a concrete pad, ladder, steps, and rock walls that were previously placed on state submerged lands without authorization.

Permits use, maintenance, repair, replacement, and removal of the existing structures and any improvements constructed on them.

Requires legislative authorization per Hawaii Revised Statutes Section 171-53, which mandates prior approval of the Governor and Legislature for dispositions of state submerged lands.

Board of Land and Natural Resources approved the easement grant on February 14, 2014, and the Office of Conservation and Coastal Lands determined on November 20, 2013, that the structures did not violate conservation district regulations.
