Department of Land and Natural Resources must study the feasibility of establishing a trust fund to support conservation, reforestation of native Hawaiian trees, environmental stewardship, sustainable food and energy production, and programs benefiting children (keiki) and elderly (kupuna).

Department must establish an eco-tourism program allowing visitors and residents to contribute toward planting native or food-bearing trees in designated areas throughout Hawaii, with fees collected supporting the trust fund.

Trust fund revenues would initially finance eco-tourism program administration and eventually support educational programs for children and youth and caregiving services for elderly populations.

Department must report findings and recommendations to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Certified copy of the resolution must be transmitted to the Chairperson of the Board of Land and Natural Resources.
