Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Tax Map Key (1) 5-5-002 in Laie, Koolauloa, Oahu, fronting property owned by Bathtub Beach LLC.

Easement covers maintenance and repair of an existing revetment and steps, and use, maintenance, and repair of existing improvements constructed on the state submerged lands.

The Board of Land and Natural Resources approved the easement grant on May 24, 2013, under agenda item D-11.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for any disposition of state submerged lands.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
