Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering state submerged lands at Tax Map Key (1) 6-8-010 seaward of 021, Mokuleia, Waialua, Oahu.

Easement permits maintenance and repair of an existing seawall and concrete footing, and use, maintenance, and repair of existing improvements constructed on the property.

Resolves encroachments on state submerged lands by property owner Gregory Michaels that were identified and worked on by the Department of Land and Natural Resources around 2013.

Board of Land and Natural Resources approved the 55-year easement grant on May 24, 2013, pending the required legislative authorization under Hawaii Revised Statutes section 171-53.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
