Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Kualoa, Koolaupoko, Oahu (Tax Map Key: (1) 4-9-009: seaward of 005)

Easement permits maintenance and repair of an existing seawall and steps, and use, maintenance, and repair of existing improvements on the property

Resolves encroachments by Minatoya Real Estate, LLC on state submerged lands where structures were previously placed without authorization

Requires prior approval by the Governor and legislative authorization through concurrent resolution per Hawaii Revised Statutes section 171-53

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources
