Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement on state submerged lands at Haleaha, Koolauloa, Oahu (Tax Map Key: (1) 5-3-006: seaward of 021) for maintenance and repair of an existing seawall.

Permits use, maintenance, and repair of existing improvements constructed on the easement area.

The existing seawall was established prior to 1964 and has been long-standing as documented on a December 23, 1958 survey map.

A 55-year non-exclusive easement was previously approved by the Board of Land and Natural Resources on July 25, 2003, when the abutting property was owned by Cho Gilger.

Legislative authorization is required under Hawaii Revised Statutes section 171-53 for disposition of state submerged lands and Governor approval is required.
