Authorizes the Board of Land and Natural Resources to issue two (2) non-exclusive, 55-year term easements on state submerged lands at Mokuleia, Waialua, Oahu (Tax Map Key: (1) 6-8-010: seaward of 014 and 015).

Easements cover maintenance and repair of an existing seawall and rock pile, and use of existing improvements constructed on the lands.

Resolves encroachments by Sutton Family Partners, with the Department of Land and Natural Resources Office of Conservation and Coastal Lands supporting the issuance in January 2013.

Board of Land and Natural Resources approved the two easement grants on May 24, 2013 under agenda item D-12.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for disposition of state submerged lands; concurrent resolution to be transmitted to the Board's Chairperson upon passage.
