Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Tax Map Key (1) 4-4-018 in Kaneohe, Koolaupoko, Oahu to Yamashiro Investments for seawall maintenance and repair.

Resolves an encroachment on state submerged lands that was identified around 2001, with the Department of Conservation and Coastal Lands supporting easement issuance in September 2002.

The Board of Land and Natural Resources approved the easement grant on December 13, 2002, and the owner paid consideration in March 2011.

Requires legislative authorization per Hawaii Revised Statutes section 171-53 for disposition of state submerged lands, and directs transmission of a certified copy to the Board's Chairperson.
