Requests the State Auditor to assess the social and financial effects of requiring health insurance coverage for treatment of autism spectrum disorders as specified in S.B. No. 2578 (Regular Session of 2014).

Requires the Auditor to evaluate coverage mandates including specific health services, extent of coverage, target groups, utilization limits, and standards of care pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the Regular Session of 2015.

Acknowledges that early screening and treatment of autism spectrum disorders improves outcomes, with estimates that one in eighty-eight children is diagnosed with autism.

Specifies that the assessment must address habilitative services and behavioral health treatments such as applied behavior analysis for autism treatment.
