Request Board of Regents of the University of Hawaii to conduct a feasibility study on allowing students to pay a fixed percentage of their income for a set number of years after graduation instead of paying tuition upfront.

Study must analyze Oregon's "Pay It Forward, Pay It Back" pilot program, Western Oregon University's "Western Tuition Promise," and Florida's proposed "Finish in Four" program.

Board of Regents must report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Resolution addresses rising college tuition costs and student loan debt, noting the average 2013 graduate owed $35,200 in student loans.
