Urges various entities to require that only in-person ticket sales be authorized for the first 48 hours after ticket sales open to the public for concerts and entertainment events at their venues.

Applies to six venues: Kakaako Park, Aloha Stadium, Neil S. Blaisdell Center, Waikiki Shell, University of Hawaii Stan Sheriff Center, and Hawaii Convention Center.

Addresses concerns that mainland ticket brokers and scalpers are purchasing tickets in bulk online and reselling them at inflated prices (two to three times the original purchase price).

Directs certified copies of the resolution to be transmitted to leadership of the Hawaii Community Development Authority, Stadium Authority, City and County of Honolulu Department of Enterprise Services, University of Hawaii Board of Regents and administration, and Hawaii Tourism Authority.
