Establishes an advance health care directive working group chaired by the Director of the University of Hawaii Elder Law Program.

Working group membership includes representatives from the Judiciary, Department of Health, Department of the Attorney General, Executive Office on Aging, Hawaii State Bar Association, a hospital, and a hospice.

Working group is tasked with exploring strategies and developing recommendations to ensure all adults in Hawaii execute and maintain advance health care directives.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Addresses low advance directive completion rates nationally (estimated under 15% of adults) to reduce burden on families making end-of-life medical decisions.
