Requests the Department of Education and Department of Human Services to assist with increasing voter registration among young adults in Hawaii.

Directs the Department of Education to provide voter registration information to all public school seniors prior to graduation.

Directs the Department of Human Services to provide voter registration information to young adults in the voluntary foster care system.

Directs the Department of Human Services to provide informational literature about the voter registration process to any young adult who requests it.

Requires certified copies of the resolution to be transmitted to the Board of Education Chairperson, Superintendent of Education, Director of Human Services, and Chief Election Officer.
