Urges the state to revise all development and capital improvement projects involving urban sprawl on state-owned land within a half-mile radius of each planned rail station.

Identifies Hawaii's affordable housing shortage of 10,000 units and the need for approximately 100,000 new homes on Oahu over the next twenty-five years to accommodate 4,000 new households annually.

Calls for reviewing existing land use practices, statutes, ordinances, permitting processes, and environmental infrastructure to reduce urban sprawl and plan for sustainable population growth.

Recommends focusing growth along transit corridors through county development or sustainable communities plans for Ewa, Central Oahu, and the Primary Urban Center to preserve agricultural lands.

Directs transmission of the resolution to the Governor and the City and County of Honolulu Department of Planning and Permitting.
