Requests the Auditor to analyze the probable effects of licensing and regulating clean and sober homes as proposed in S.B. No. 2587 (Regular Session of 2014), pursuant to section 26H-6, Hawaii Revised Statutes.

Directs the Auditor to submit findings and recommendations, including any necessary implementing legislation, to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Acknowledges that clean and sober homes and halfway houses provide housing for individuals with substance abuse issues transitioning from treatment to community living in alcohol- and drug-free environments.

Notes concerns from neighboring residents about location, legality, and management of some clean and sober homes, while recognizing that oversight levels vary depending on referral source.

Directs transmission of certified copies to the Auditor and Director of Health.
