Department of Business, Economic Development, and Tourism (DBEDT) is requested to work with construction industry representatives to review prerequisites for obtaining permit approval for developments at State and county levels.

Review should focus on cost containment, community benefits, expedition of construction and permitting, and uniformity in imposition of prerequisites across development projects.

DBEDT must report findings and recommendations to the Legislature no later than twenty days before the start of the 2015 Regular Session.

Resolution addresses concerns that financial requirements such as community facilities district financing, impact fees, and infrastructure construction have increased costs and sometimes left construction unfinished over the past twenty years.

Certified copies must be transmitted to the Director of DBEDT and the Mayors of Hawaii County, Kauai County, Maui County, and the City and County of Honolulu.
