Requests the State Auditor to analyze the probable effects of licensing and regulating cottage food operations as proposed in S.B. No. 2561, S.D. 1 (Regular Session of 2014).

Defines cottage food operations as home-based enterprises with no more than one full-time equivalent employee that produce food products in a private home kitchen for sale to consumers.

Requires the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2015.

Directs transmission of the concurrent resolution to the Auditor, Director of Health, and planning directors of all four counties (Honolulu, Maui, Kauai, and Hawaii).

Recognizes cottage food production as a potential business incubator for small-scale food entrepreneurs while addressing food safety concerns and supporting local agriculture in Hawaii.
