Requests the Legislative Reference Bureau to conduct a feasibility study on contracting with county police departments to establish highway patrol units on state highways.

Directs the study to consult with various stakeholders regarding potential benefits and challenges of the proposed contracting arrangement.

Requires the Legislative Reference Bureau to submit findings and recommendations to the Legislature no later than twenty days prior to the 2015 Regular Session convening.

Mandates distribution of certified resolution copies to the Governor, Director of Transportation, county mayors, county police chiefs, and the Director of the Legislative Reference Bureau.
