Request the Department of Business, Economic Development, and Tourism to establish a task force to study photovoltaic panel disposal and recommend strategies to improve disposal practices in Hawaii.

Task force membership includes the DBEDT Director (or designee), photovoltaic industry representatives appointed by the Governor, one House member appointed by the Speaker, one Senate member appointed by the Senate President, and additional members as the chairperson deems necessary.

Task force members serve without compensation but receive reimbursement for expenses including travel, with a chairperson designated from among the members.

Task force must consider local, national, and international technologies for disposing of photovoltaic waste to address the expected increase in waste from panels installed in the 1990s that are reaching end-of-life.

Task force must report findings and recommendations to the Legislature no later than twenty days before the 2015 Regular Session convenes, and the task force dissolves on June 30, 2015.
