Authorizes the Department of Transportation to issue a lease for state submerged lands at Piers 24 to 26 in Honolulu Harbor to Pacific Shipyards International, contingent on prior Board of Land and Natural Resources approval.

Covers 91,350 square feet of submerged lands identified as "LOT 12" across multiple tax map keys (1-5-38-1, 1-5-38-11, 1-5-38-17, 1-5-38-23, 1-5-38-57, 1-5-38-68, 1-5-38-72, 1-5-38-73, and 1-5-38-74).

Lease term is coextensive with the ground lease for adjacent fast lands where Pacific Shipyards International will relocate from Pier 41 as part of the Honolulu Harbor Master Plan.

Submerged lands will be used for shipyard drydock operations and vessel repairs in support of the only commercial ship repair facility in Honolulu Harbor.

Requires transmission of a certified copy of the concurrent resolution to the Director of Transportation and the Chairperson of the Board of Land and Natural Resources.
