Supports Hawaii's bid to the Council of Pacific Arts and Culture to host the 2020 Festival of Pacific Arts, a quadrennial event showcasing indigenous cultures of Oceania nations.

Establishes an exploratory committee including representatives from the Office of the Governor, Hawaii Tourism Authority, Office of Hawaiian Affairs, Hawaii Council of Mayors, and other critical entities to develop and submit a formal bid proposal.

Notes Hawaii has participated in every Festival since 1972 but has never hosted, and that the state possesses capacity, cultural diversity, tourism infrastructure, and experience hosting cultural events.

Recognizes the Hawaii delegate to the Council of Pacific Arts and Culture must present intent to submit a formal bid by May 27, 2014.

Directs transmission of certified copies to the Governor, Hawaii Tourism Authority, Office of Hawaiian Affairs, Hawaii Council of Mayors, and Council of Pacific Arts and Culture.
