Hawaii State Energy Office requested to conduct a feasibility study on creating a publicly funded integrated resource plan for the state's electric energy needs.

Study should evaluate alternatives to privately developed integrated resource plans by utilities and address contemporary energy challenges including renewable portfolio standards, environmental regulations, energy efficiency, and customer-sited generation.

Hawaiian Electric Company, Hawaii Electric Light Company, and Maui Electric Company requested to cooperate with the Energy Office in performing the feasibility study.

Hawaii State Energy Office directed to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 regular session convenes.

Concurrent resolution reflects concern that the Public Utilities Commission has not taken sufficient and timely action to implement the utilities' 2013 integrated resource plan filed in June 2013.
