Requests the University of Hawaii Board of Regents to amend policies and grant a waiver of nonresident tuition differential to honorably discharged veterans of the U.S. Air Force, Army, Coast Guard, Marine Corps, and Navy, regardless of their state of residence.

Allows the Board of Regents to limit the waiver to veterans who intend to use benefits provided by the Post 9/11 Veterans Education Assistance Act of 2008.

Notes that at least twenty states have passed legislation or policy waiving in-state residency requirements for veterans and that more than 1,500,000 veterans have used Post 9/11 benefits since 2009.

Recognizes that the University of Hawaii currently grants nonresident tuition waivers to certain groups including active duty military stationed in Hawaii, Hawaii National Guard and Reserves members, Native Hawaiians, and university employees, but not to discharged veterans.

Requires certified copies of the resolution be transmitted to the Board of Regents Chairperson, University of Hawaii President, campus chancellors, and the Associated Students of the University of Hawaii.
