Encourages state and county agencies and large water users to adopt the Landscape Industry Council of Hawaii's (LICH) Irrigation Water Conservation Best Management Practices for landscape irrigation systems.

Identifies best management practices for new installations including head-to-head sprinkler coverage, climate-based automatic controllers, flow sensors, water-conserving components, and qualified irrigation designers.

Specifies maintenance best management practices such as seasonal controller adjustments, periodic water audits, drought-tolerant plantings, mulch application, and night-time watering schedules.

Requests LICH continue disseminating information on water conservation and best management practices to reduce outdoor water usage, which currently accounts for 50 percent or more of average household outdoor water consumption.

Directs certified copies be transmitted to LICH for distribution to all state and county agencies and other large water users in Hawaii.
