Requests the Department of Transportation to utilize federal funds from the Safe Routes to School program to supplement projects adjacent to schools that enable students to safely walk and bike to school.

Directs the Department of Transportation and Department of Education to encourage private entities to assist in funding the program as a federal-state-private partnership to maximize available federal funding.

Notes that eligible program activities include sidewalk improvements, traffic calming measures, pedestrian and bicycle crossing improvements, bike facilities, and secure bike parking within approximately two miles of schools.

References that Hawaii's Safe Routes to School program received $7,200,000 in total federal funding between 2005-2011, but expresses concern that the state may not be maximizing available federal grants for school zone safety projects.
