Requests the Department of Health to meet with counties and stakeholders to examine the advance disposal fee program for non-deposit glass containers and explore more cost-effective recycling methods, including local alternatives to shipping glass out of state.

Requests the Auditor to conduct an examination and audit of the Department of Health's advance disposal fee program, including how counties use fee revenues and the accuracy of payments to recyclers.

Directs the Auditor to evaluate local alternatives to exporting glass, such as converting glass to sand or using it as landfill cover or in roadway asphalt, and assess whether these would be environmentally and economically prudent.

Requires the Auditor to consult with affected businesses during the audit and submit findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Notes that the 1.5 cent advance disposal fee does not cover recycling costs, with counties receiving 90 percent of revenue but exhausting funds before each fiscal year ends due to high shipping costs and limited scrap glass markets in Hawaii.
