Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement covering approximately 814 square feet of state submerged lands at Kailua, Koolaupoko, Oahu (tax map key 4-3-003)

Permits the easement for rock blanket and revetment purposes on property owned by Global Spring Management Hawaii LLC, which built a seawall structure in 1966

Requires the easement holder to pay appraised fair market value for the easement, as approved by the Board of Land and Natural Resources on October 11, 2013

Implements the statutory requirement under Hawaii Revised Statutes section 171-53 that the Legislature must authorize leases or easements of state submerged lands prior to Governor approval

Directs transmission of certified copies to the Governor and Chairperson of the Board of Land and Natural Resources
