Urges the Governor to enter into a public-private partnership to build a new system of prisons, jails, and halfway homes in Hawaii, to be owned and operated by the State and its counties.

Requires the goal of bringing all Hawaii prisoners currently incarcerated on the mainland back to Hawaii by July 1, 2018.

Mandates that a minimum of 70 percent of repayment costs be covered through cost savings and efficiencies compared to the existing system, in accordance with the Justice Reinvestment Act.

Requires relevant state departments to issue a request for proposals by May 31, 2014, and the State to select a private partner by December 31, 2014.

Directs the Governor to present final plans and a complete accounting of how the partnership will be implemented without increasing taxes during the January 2015 State of the State Address.
