Encourages the Hawaii Department of Defense and Hawaii State Civil Defense to promote emergency preparedness through multi-hazard mitigation plans and interoperability plans.

Directs these agencies to ensure high rise management associations, schools, hospitals, assisted care facilities, nursing homes, and other facilities caring for elderly or disabled individuals develop multi-hazard mitigation and interoperability plans.

Defines hazard mitigation as sustained action to reduce or eliminate long-term risk to people and property from natural disasters including tsunamis, hurricanes, volcanic eruptions, wildfires, flooding, and drought.

Establishes that interoperability enables emergency personnel and organizations to communicate across disciplines and jurisdictions via voice, data, or video to exchange real-time information during incidents.

Requires transmission of a certified copy of the resolution to the Adjutant General.
