Requests the Ulupono Initiative and/or Local Food Coalition to convene a working group with representatives from the Department of Health and the cottage food industry to examine Hawaii's food safety regulations.

Directs the working group to review Title 11, Chapter 50 of Hawaii Administrative Rules (Food Safety Code) to identify restrictions on the cottage food industry and permitting process issues.

Calls for examination of a new permit that would eliminate the current requirement for vendors to reapply every 120 days and would potentially authorize home kitchens as an approved source for temporary food establishment permits.

Requests the working group consider parameters on food volume allowed for sale and other issues related to growing Hawaii's cottage food industry.

Requires submission of the working group's findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
