Request the Hawaii Housing Finance and Development Corporation to convene and chair a working group including government agencies, private sector developers, and community organizations to produce a comprehensive statewide housing plan addressing the shortage identified in the 2011 Hawaii Housing Planning Study.

Require the working group to develop housing options for all income levels, including both for-sale and rental units throughout the State.

Direct the housing plan to include proposals integrating housing options into all transit-oriented developments on Oahu, as over 30 percent of Honolulu households planning to move prefer proximity to light rail stations.

Require the Hawaii Housing Finance and Development Corporation to provide administrative, professional, technical, and clerical support to the working group.

Request briefings to the Legislature in June 2014 and January 2015 on progress, with legislative committees hosting informational briefings for public participation in housing development planning.
