S.R. NO. 10 - Urging Development of Kapolei as the "Second City"

• Urges the State of Hawaii to officially support developing Kapolei as a "Second City" to address traffic congestion and uneven population distribution on Oahu.

• Notes that approximately 80 percent of Oahu's jobs are concentrated in downtown Honolulu and Waikiki, causing severe traffic congestion.

• References the City and County of Honolulu's 1977 Oahu general plan that designated Kapolei as a "Secondary Urban Center" to relieve developmental pressures.

• Calls for directing economic development, including jobs, housing, emerging industries, and education, to the leeward side of Oahu through future legislation.

• Directs certified copies be transmitted to the Governor, Director of Business/Economic Development/Tourism, Hawaii Community Development Authority, Hawaii Strategic Development Corporation, Land Use Commission, and Mayor of Honolulu.
