Requests Board of Education and Department of Education to report on the status of sexuality health education programs in public schools and feasibility of developing a uniform, mandatory program meeting Hawaii Revised Statutes section 321-11.1 requirements.

Directs agencies to evaluate feasibility of including social-emotional issues in sexuality education, including healthy relationship skills, critical thinking for decision-making, and communication with trusted adults.

Requires assessment of feasibility for establishing minimum training standards for sexuality health education teachers, making curricula available for public review, and improving monitoring and oversight of programs.

Mandates evaluation of current sexuality health education program effectiveness statewide, particularly regarding teen pregnancy and sexually transmitted disease prevention, including curriculum content details and areas for improvement.

Requires Board of Education and Department of Education to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.
