Urges six state and local entities to require in-person ticket sales only for the first 48 hours that tickets become available for concerts and entertainment events at their venues.

Addresses concerns that mainland ticket brokers and scalpers are purchasing tickets in bulk online and reselling them at markups of 200-300 percent.

Applies to venues including Kakaako Park, Aloha Stadium, Neil S. Blaisdell Center, Waikiki Shell, University of Hawaii Stan Sheriff Center, and Hawaii Convention Center.

Directs the Hawaii Community Development Authority, Stadium Authority, City and County of Honolulu Department of Enterprise Services, University of Hawaii Board of Regents, and Hawaii Tourism Authority to implement the in-person-only sales requirement.

Requires certified copies of the resolution be transmitted to leadership of each affected entity.
