Urges the Board of Regents of the University of Hawaii not to raise student fees to balance the Athletics Department budget deficit of approximately $2,000,000 or any other departmental budget deficit.

Notes that University of Hawaii students already pay a mandatory $50 per semester fee that generates $1,400,000 annually for the Athletics Department.

States that students should not bear the burden of covering budget deficits caused by poor financial management, fundraising shortfalls, or declining ticket revenues.

Requires that any student fee increases be based on objective criteria or appropriate formulas rather than arbitrary decisions, and that fees be reduced once departmental budgets are balanced.

Directs the transmission of certified copies of the resolution to the Chairperson of the Board of Regents, the President of the University of Hawaii System, and all campus chancellors.
