Requests that the Natural Energy Laboratory of Hawaii Authority (NELHA) Gateway Center be renamed "The Guy Toyama Gateway Center at the Natural Energy Laboratory of Hawaii Authority" in honor of Guy Hideo Toyama.

Recognizes Toyama as a world-renowned leader in deep seawater technology, renewable energy, and sustainable fuels who died in 2012 at age 42.

Highlights Toyama's role as Executive Director of Friends of NELHA, his work on Hawaii's first deep seawater desalination plant, hydrogen fuel technology development through H2 Technologies, and efforts to establish US-Japanese partnerships for Ocean Thermal Energy Conversion.

Notes Toyama's community involvement including service on the Kona-Kohala Chamber of Commerce Board and Hawaii County Mayor's Energy Advisory Commission, and Governor Neil Abercrombie's designation of December 1, 2013, as "Guy Toyama Day."

Directs certified copies of the resolution to be transmitted to the NELHA Executive Director, Director of Business Economic Development and Tourism, and the Mayor of the County of Hawaii.
