Urges the state to revise all development and capital improvement projects involving urban sprawl on state-owned land within a half-mile radius of each planned rail station.

Identifies Hawaii's affordable housing shortage of 10,000 units and the need for 100,000 new homes on Oahu over the next 25 years to accommodate approximately 4,000 new households created annually.

Recommends focusing growth along transit corridors through county development or sustainable communities plans for Ewa, Central Oahu, and the Primary Urban Center to prevent urban sprawl from destroying agricultural lands.

Advocates for reviewing existing land use practices, statutes, ordinances, permitting processes, and environmental infrastructure to reduce urban sprawl and accommodate proper population growth.

Directs the transmission of certified copies to the Governor and City and County of Honolulu Department of Planning and Permitting.
