Request the Department of Accounting and General Services to work with the Hawaii Emergency Medical Services Association and other organizations to plan and construct a Hawaii Emergency Responder and Good Samaritan Memorial on the Hawaii State Capitol grounds

Directs private funds be solicited and used for the memorial's construction rather than state appropriations

Recommend locating the memorial on the Diamond Head side of the Kalanimoku Building, with the Department of Accounting and General Services responsible for maintenance

Require the Department of Accounting and General Services to submit a report to the Legislature no later than twenty days before the 2015 Regular Session with findings, recommendations, projected costs, and any implementing legislation needed

Acknowledge sixteen emergency responders not covered by the Hawaii Law Enforcement Memorial Foundation have died in the line of duty in Hawaii, along with Good Samaritans who may sacrifice their lives serving the community
