Requests the Legislative Reference Bureau to conduct a study examining the feasibility of Hawaii contracting with county police departments to establish highway patrol units.

Requires the Legislative Reference Bureau to consult with various stakeholders during the study process.

Mandates submission of findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2015 Regular Session.

Directs certified copies of the resolution to be transmitted to the Governor, Director of Transportation, county mayors, county police chiefs, and the Director of the Legislative Reference Bureau.

Cites California and Washington as states with established highway patrol agencies and notes Hawaii currently lacks such an agency.
