Requests the Hawaii State Energy Office to conduct a feasibility study of creating a publicly funded integrated resource plan to meet the State's electric energy needs.

Directs the Hawaiian Electric Company, Hawaii Electric Light Company, and Maui Electric Company to cooperate with the Hawaii State Energy Office in performing the feasibility study.

Requires the Hawaii State Energy Office to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Identifies integrated resource planning challenges including lowering customer costs, meeting renewable portfolio standards, complying with environmental regulations, supporting energy efficiency, and facilitating customer-sited generation options.

Proposes a publicly funded integrated resource plan as an alternative to utility-developed plans, independent from current electric utilities and capable of addressing rapid changes in technology, demand, and consumer preferences.
