Encourages female members of the United States Senate to reform military investigatory and prosecutorial systems governing sexual assaults.

Urges Senator Kirsten Gillibrand to continue efforts requiring the military to adopt systemic changes to eliminate or dramatically reduce sexual assault of service members.

Requests the United States Department of Defense cooperate with Senator Gillibrand's efforts and provide internal reports and documents regarding sexual assaults and rapes within military ranks.

Notes that Pentagon data from 2012 showed 26,000 incidents of unwanted sexual contact and assault but only 3,374 were reported and 302 prosecuted, with commanders initiating action in only 4.3 percent of reported incidents.

Transmits certified copies to 19 female U.S. Senators, Hawaii's congressional delegation, and the Governor.
