Requests the State Auditor to conduct an impact assessment report on S.B. No. 2173 (Regular Session of 2014) regarding mandated health insurance coverage for outpatient prescription drugs.

S.B. No. 2173 would require individual and group health insurance policies issued or renewed after December 31, 2014 to cover outpatient prescription drugs without requiring coinsurance and with limited copayments.

Mandates assessment of both social and financial impacts of the proposed prescription drug coverage requirement, including effects on enrollees with chronic diseases requiring specialty tier medications.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014.

Directs the Insurance Commissioner to transmit certified copies of the resolution to all insurers in Hawaii that issue health insurance policies.
