Endorses and supports the Aloha+ Challenge, a statewide sustainability initiative based on Hawaii's commitment to the Global Island Partnership (GLISPA) made by Governor Abercrombie in September 2013.

Establishes six ambitious targets to be achieved by 2030: 70 percent clean energy (40 percent renewables, 30 percent efficiency), double local food production (20-30 percent of food consumed locally), reverse natural resource loss, reduce solid waste by 50 percent, increase livability in built environments, and grow green jobs and education.

Recognizes Hawaii's dependence on imports for 95 percent of energy and 85 percent of food at an estimated cost of $8 billion annually, requiring urgent action on sustainability.

Requests the Hawaii State Sustainability Coordinator to submit a report to the Legislature no later than 20 days before the 2015 regular session on the launch of the Aloha+ Challenge and recommendations for tracking progress.

Directs certified copies be transmitted to the Governor for distribution to executive departments, county mayors, and the Office of Hawaiian Affairs to implement the statewide commitment.
