Urges the Governor to enter into a public-private partnership to build a new system of prisons, jails, and halfway homes in Hawaii, to be owned and operated by the State and counties.

Calls for bringing all Hawaii prisoners currently incarcerated on the mainland back to the state by July 1, 2018.

Requires a minimum of 70 percent of repayment costs to be covered through cost savings and efficiencies compared to the existing system.

Directs state departments to issue a request for proposals by May 31, 2014, and directs the state to select a private partner by December 31, 2014.

Requires the Governor to present final prison system plans and a complete financial accounting showing how the partnership will proceed without increasing taxes during the January 2015 State of the State Address.
