Encourages the Contractors License Board to reconsider its October 18, 2013 final order regarding the "incidental and supplemental" exception for specialty contractors performing unlicensed work.

Directs the Board to follow legislative intent and the Hawaii Supreme Court's April 17, 2013 ruling that the "incidental and supplemental" exception must be narrowly interpreted as truly limited in scope.

Asserts that the Board's October 2013 order—which allowed work representing less than 50 percent of a project to qualify as incidental and supplemental—improperly expands the exception beyond legislative intent and poses risks to public health and safety.

Requires the Contractors License Board to report to the Legislature no later than 20 days before the 2015 Regular Session convening on whether it has amended its October 18, 2013 order to comply with the Hawaii Supreme Court's ruling.

Directs transmittal of certified copies to the Hawaii Supreme Court Chief Justice, Director of Commerce and Consumer Affairs, Board Chairperson, District Council 50, the Glaziers Union, and Aloha Glass Sales & Service, Inc.
